Ham Emergency Radio Operations (ɫ���) – Updated Coding System

Incorporating Weather System Alert: Southwest Monsoon (Habagat)

To streamline and enhance disaster and emergency communications readiness, PARA Inc. adopts the following ɫ��� Alert Coding System, now inclusive of Southwest Monsoon (Habagat) alerts and other weather-related threats:

GREEN – All Systems Normal

• No current weather disturbance or emergency threat.
• All ɫ��� stations are on standby.
• Regular operations and nets may continue.
• Stations are encouraged to conduct periodic equipment checks and maintain readiness.

YELLOW – Be Alert

Issued 3 days prior to the expected landfall of a storm/typhoon OR intensified Southwest Monsoon (Habagat) causing widespread rains and potential flooding.

Stations are advised to:

• Check and ensure functionality of radios and antennas.
• Charge and test power backup systems: batteries, solar panels, generators, etc.
• Review emergency communication protocols.
• Monitor national and local weather advisories.
• ɫ��� Net Control begins monitoring of designated frequencies.

ORANGE – Be Prepared

Activated when:

• A storm/typhoon enters the Philippine Area of Responsibility (PAR) with Public Storm Warning Signal (PSWS) No. 2 or higher, or
• The Habagat is causing or expected to cause moderate to heavy rainfall and localized flooding.

ɫ��� Protocol:

• Emergency stations are requested to be on standby and monitor assigned frequencies.
• Relay preparedness advisories and field reports as needed.
• DX1PAR/NTC Central begins 24/7 readiness monitoring.
• Coordination with NTC and local DRRMOs initiated.

RED – Take Action

Declared when:

• 24 hours before the expected landfall of a storm/typhoon (PSWS No. 2 or higher) in any area in the Philippines.
• A significant earthquake is recorded in the country.
• There is an ongoing disaster/calamity (e.g. flooding, landslides, volcanic activity, or man-made emergencies).

ɫ��� Full Activation:

• DX1PAR/NTC Central and key local stations operate on a 24/7 emergency basis.
• Affected area stations send, receive, and relay emergency traffic as needed.
• All District Director's, Club Presidents, available ɫ��� volunteers nationwide are encouraged to monitor, assist, and augment emergency communications operations.

Additional Notes:

• The Habagat may trigger YELLOW, ORANGE, or RED status depending on intensity and impact (based on DOST-PAGASA and NDRRMC advisories).
• All PARA Inc. members must follow operational discipline and ensure only verified information is relayed.
• Emergency traffic shall follow the NTC Amateur radio rules and regulations.
• The use of ɫ��� Forms, After Action Reports (AARs), and logs shall be mandatory after each activation.

HAMS MOBILIZE AS DEADLY TYPHOON HITS PHILIPPINES

JIM/ANCHOR: We begin this week with scenes of devastation in the Philippines: A super typhoon, locally known as Odette, made landfall on December 16th, taking an unusual path that led it to Siargo Island, a major tourist destination. A wide swath of the archipelago fell victim to heavy rain and gusts of more than 200 km per hour. According to a draft report from the ɫ���, more than 300 lives were lost with [quote] "devastation beyond description." [endquote] The report said that in the days before landfall, National Traffic System Chairman Romy DU1SMQ ensured that daily roll calls were taken of all amateur districts to measure stations' readiness. The Office of Civil Defense Region 7 and other agencies monitored the ɫ��� emergency network frequency on 40 metres as well. Members of PARA affiliated clubs handled emergency traffic along with health and welfare messages even as their own home QTHs were battered by the typhoon.

Amateur Slow Scan TV was credited with sending invaluable imagery on HF, relaying information that could not be verified via audio. Meanwhile, PARA's director Thelma DU1IVT, said that even after members of PARA's Ham Emergency Radio Operation stood down traffic on the ɫ��� network at 7.095 MHz was ongoing. Rebuilding is expected to take months.

GlobalSET 2015 a great success – lessons to be learnt

The Simulated Emergency Test to measure the disaster readiness of Amateur Radio involved 38 countries and four others who recognised its importance but could not take part this time.

IARU Region 1 Emergency Communications Co-Ordinator Greg Mossop G0DUB, has reported on the event, which was different from other GlobalSETs held since 2006.

While earlier events had an emphasis on message handling and field stations, a better and simpler exercise was needed to demonstrate the strength of Amateur Radio Emergency Communications throughout the world.

Greg Mossop G0DUB said: “The IARU Emergency Communications Co-ordinators decided that the best way to achieve this would be to have an availability or 'call-out' exercise.

“It asked all countries with Emergency Communications Groups to contact their members and ask them how quickly they could get on air if required.”
