Election Rules for the ɫ���, Inc.

1. Voter Eligibility

Only active PARA members included in the official master list provided by the PARA Secretariat are qualified to vote. This master list will serve as the official and valid list of voters and will be published at:

• The list will be available for viewing starting October 28, 2025.
• If your name does not appear on the list, please contact the PARA Secretariat immediately for membership renewal or verification.
• The last day of membership renewal to be included in the official voter list will be before October 31, 2025.

2. Voter Registration and Identity Verification

Eligible voters must register on the voting website before they can cast their vote.

• During registration, voters must submit a valid government-issued ID or their ROC/RSL (Radio Operator Certificate / Radio Station License) for identity confirmation.
• The COMELEC Committee will verify each registrant’s identity based on the submitted information and supporting documents within at least 24 hours upon registration.

3. Voter Procedure

Once the voter’s identity has been successfully verified, the website will indicate that the voter is “Verified.”

• This confirmation means the voter is officially allowed to log in and participate in the election once the voting period begins.
• Only verified voters will be granted access to the online voting system during the election period.

4. Election Schedule

The following schedule shall be strictly observed as per BOARD RESOLUTION NO. 004-2025:

Officer Candidacy Requirements

For the 2025 Amateur Radio Organization Election

1. General Qualifications

To qualify as a candidate for any elective position, the nominee must:

1. Be a duly registered and active member of the organization as of October 31, 2025.
2. Hold a valid Amateur Radio License issued by the National Telecommunications Commission (NTC).
3. Have no pending administrative or disciplinary case, and no outstanding financial liabilities with ɫ���, Inc
4. Have been a member in good standing for at least one (1) year prior to the filing of candidacy.
5. Be of good moral character and uphold the ethics and principles of amateur radio operations.

2. Position-Specific Requirements

Position	Additional Requirement
Board Member	Must have been an active member in good standing for at least one (1) year and have demonstrated participation in organizational activities.
District Director	Must be a resident or active operator within the respective district and have served in any leadership, committee, or volunteer capacity within the organization.

3. Disqualifications

A member shall be disqualified from running for office if he or she:

1. Has been found guilty of violating election rules or the organization’s code of conduct within the past two (2) years.
2. Has unpaid membership dues as of the date of filing.
3. Has previously been removed from office for just cause.
4. Holds any conflicting position in another organization that may create a conflict of interest.

4. Filing of Candidacy

1. Filing Period: November 1–7, 2025
2. Method: Online registration via the official form or through the Election Committee (COMELEC).
3. Requirements to Submit:
   • Completed Candidacy Form
   • Copy of valid Amateur Radio License
   • Recent 2x2 photo (digital file)
   • Brief platform or statement of intent

5. Evaluation

The Election Committee (COMELEC) shall:

1. Screen and evaluate all applications for compliance with these requirements.
2. Release the List of Qualified Candidates between November 8–10, 2025.
3. Accept protests or corrections within 24 hours after the official posting of the list.
